It turns out that a temporary order cannot include an order that directors resign, so the OSC had to U-turn and remove that part of its order. The order refers to apparent "significant non-arm's length transactions" which may have breached Ontario law, and possible misrepresentation of revenue and/or exaggeration of timber holdings.

The CN Subscriber is named as Greater Sino Holdings Ltd but this is in fact a shell owned by Asia Resources Fund Ltd (ARF), which is managed by a subsidiary of General Enterprise Management Services Ltd (GEMS), which is led by Simon Murray, an INED of Sino-Forest. The Development Bank of Japan owns 46.5% of ARF, and GEMS owns 23.3%.
